Boating qualifications and what they enable
No boating licence required: no boating licence is required to operate motorboats less than 5 metres in length and with an engine power not exceeding 11.26 kW (15 hp).
The recreational boating qualifications available in Spain are regulated by Royal Decree 875/2014 of 10 October and are as follows.

Who is it for, and what criteria must be met?
For people aged 16 and over, who complete a theory course lasting at least 2 hours, undertake 4 hours of basic safety and navigation training, and obtain a medical fitness certificate.
What does it do?
• Operate boats up to 6 metres in length.
• Sail up to 2 miles from the coast.
• Sail during daylight hours only.
• Operate boats of any engine power

Who is it for, and what criteria must be met?
For individuals aged 18 or over (16 for the theory test) who pass a physical and psychological assessment in accordance with current regulations, pass the relevant theory test, have completed 8 hours of basic safety and navigation training (PNB) and have undertaken a 4-hour PNB radio communications course.
What does it do?
• Operate recreational craft up to 8 metres in length.
• Sail up to 5 miles from the coast.
• Sail both by day and by night.
• Use all types of jet skis.

Recreational Boat Skipper (PER)

Who is it for, and what criteria must be met?
For those aged 18 or over who pass a medical and physical examination at an authorised centre, pass the relevant theory test, complete basic safety and navigation training, and undertake a practical course in short-range radio operation.
What does it do?
• Operate recreational craft up to 15 metres in length.
• Sail up to 12 nautical miles from the coast and between islands within an archipelago.
• Use of all types of jet skis.
• Sail both by day and by night.
• Operate boats without any power limit.
• Provide professional services such as transport, manoeuvring in ports and harbours, sea trials and rescue operations.

Who is it for, and what criteria must be met?
For those who already hold the PER certificate, pass the relevant theory exam, complete 24 hours of basic safety and navigation training, and pass the psychometric assessment.
• The Yacht Skipper certificate allows you to command boats up to 24 metres in length.
• Sail up to 150 miles from the coast.
• The Yacht Skipper certificate permits navigation both by day and by night. Day and night.
• Use of all types of jet skis.
• Provide transport services, manoeuvres in ports and on beaches, sea trials and lifesaving services with additional qualifications.
• Provide tourist excursion and recreational fishing services with up to 6 passengers on board with additional qualifications
